Health Program Manager

Primary Responsibilities:

1. Operational Leadership:
2. Manage HEAL Palestine’s health programs in Gaza, and other related programs and projects as requested by management.
3. Help to develop and implement new health projects in Gaza.
4. Ensure that the health programs and initiatives align with the organization’s goals, policies, and operational standards, and are effectively implemented.
5. Health Staff Management:
6. Manage and mentor health personnel in Gaza.
7. Handle recruitment, training, and performance evaluations to build a high-performing health team in Gaza.
8. Volunteer Medical Mission Coordination:
9. Supervise volunteer international doctor medical missions in Gaza.
10. Manage logistical arrangements, including travel, accommodation, resource allocation, scheduling, and on-ground support.
11. Stakeholder Engagement:
12. Foster strong relationships with local health ministries, NGOs, community leaders, and other relevant stakeholders in the area of health.
13. Represent HEAL Palestine in meetings, negotiations, and public forums in Gaza in the area of health.
14. Documentation, Compliance and Reporting:
15. Ensure all health projects and programs have supporting documentation that are uploaded on the HEAL shared drive.
16. Ensure all patient data is entered correctly and timely in the IMR system (as needed) and staff abide by HEAL Palestine policies when using the system and dealing with patient data.
17. Ensure health program operations adhere to legal requirements and organizational policies.
18. Ensure regular reporting of health programs, challenges, and insights to the Health Director.
19. Financial Oversight:
20. Help develop and manage the Gaza health program budget.
21. Ensure efficient and transparent use of funds.
22. Strategic Planning:
23. Contribute to the strategic planning of HEAL Palestine in Gaza health projects, providing insights and recommendations based on the realities on the ground.

Requirements:

1. A Bachelor’s degree in Public Health, Medicine, Nursing, Healthcare Management, or a related field.
2. At least 5 years of professional experience in leading health programs in Gaza, ideally in a nonprofit or humanitarian context.
3. Strong understanding of Palestine’s socio-political and cultural landscape.
4. Demonstrated experience in managing teams, projects, and stakeholder relationships.
5. Proficiency in English and Arabic, both spoken and written.
6. Excellent organizational, communication, and interpersonal skills.
7. Capable of working effectively under pressure in a dynamic environment.
8. Strategic thinker with strong problem-solving and decision-making abilities.
9. Commitment to the mission and values of HEAL Palestine.
10. Ability to be flexible and take on roles and tasks as needed for an organization in its starting phase.
